
These rules went into effect on March 15, 2011. This publication is designed to help title II entities (State and local governments) and title III entities (businesses and non-profit organizations that serve the public) (together, "covered entities") understand how the new rules for mobility devices apply to them. And more advanced devices will inevitably be invented, providing more mobility options for people with disabilities. In addition, advances in technology have given rise to new devices, such as Segways ®, that some people with disabilities use as mobility devices, including many veterans injured while serving in the military.

People with mobility, circulatory, respiratory, or neurological disabilities use many kinds of devices for mobility. These requirements, or rules, clarify and refine issues that have arisen over the past 20 years and contain new, and updated, requirements, including the 2010 Standards for Accessible Design (2010 Standards).

The Department of Justice published revised final regulations implementing the Americans with Disabilities Act (ADA) for title II (State and local government services) and title III (public accommodations and commercial facilities) on September 15, 2010, in the Federal Register.
